Otabek Boymatov 2015-yilda Samarqand qishloq xo‘jaligi instituti (bakalavr) 2017-yilda (magistratura) ni tamomlagan. 2025-yilda 06.02.03 – “Xususiy zootexniya. Chorvachilik mahsulotlari ishlab chiqarish texnologiyasi” ixtisosligi bo‘yicha Qishloq xo‘jaligi fanlari bo‘yicha falsafa doktori (PhD) ilmiy darajasini olgan. Shuningdek, oxirgi 5 yilda Turkmaniston hamda Qozog‘iston kabi mamlakatlarning nufuzli universitetlarida bilim va tajribalarini oshirgan.
2021-yilda O‘zbekiston Respublikasi Prezidentining “O‘zbekiston Respublikasi mustaqilligining 30 yilligi” estalik ko‘krak nishoni bilan taqdirlangan.
Lavozim vazifalari:
Universitetning talabalar faoliyatini tashkil etish va uni boshqarish sohasidagi missiyasi hamda asosiy strategik yo‘nalishlarini yuqori darajadagi ishonchlilik, samaradorlik va mas’uliyat bilan amalga oshirish;
Ofis xodimlarining ishini tashkil qilish va toʻgʻridan-toʻgʻri ularni boshqarish;
Ofis xodimlarining lavozim yoʻriqnomalarini ishlab chiqish;
talabalarga koʻrsatiladigan xizmatlarning sifatli va oʻz vaqtida bajarilishini doimiy nazorat qilish;
Vazirlar Mahkamasi, vazirliklar va OTT tomonidan oʻrnatilgan talablar asosida oʻquv jarayonini tizim orqali toʻgʻri tashkil etilishini hamda professor-oʻqituvchilar, xodimlar va talabalarning bu jarayondagi faoliyatini muvofiqlashtirishda ishtirok etish;
Ofis tomonidan yoʻlga qoʻyiladigan xizmat turlarini kengaytirish va sifatini oshirish boʻyicha takliflar ishlab chiqish;
Ofisning yaqin va uzoq muddatli rivojlanish strategiyalarini ishlab chiqish;
Xizmat koʻrsatish (front office) va Maʼlumotlar bazasi (back office) boʻlim boshligʻi va menejerlarning mehnat faoliyatini tahlil qilish, baholash hamda ragʻbatlantirish boʻyicha rahbariyatga takliflar kiritib borish.

• providing the student with a certificate of his/her average grade;
• transfer student attendance to motivated and unmotivated in accordance with the current rules;
• create a personal schedule for students in the relevant subjects;
• accepting and archiving student documents;
• providing exam results to students;
• assisting students in submitting applications for repeated studies;
• providing students with various certificates (from the place of study, military service, etc.);
• providing students with a textbook;
• providing students with information on scientific resources;
• transfer students to the next year on the HEMIS platform;
• provide information on student performance;
• allow students to participate in final exams based on current, intermediate results and attendance results;
• reset student passwords;
• correctly identify missed study hours due to the fault of students;
• edit personal and academic information of students;
• preparing and handing over student cards to students;
• transferring a student from one group to another;
• external services: synchronizing the list from the Unified Register of Students database in the Social Security Register and the Women's Book;
• identifying differences in subjects in the curricula of students who were recommended for transfer, reinstatement or retention;
• providing information on educational programs.
Services provided on youth issues and spiritual and educational activities:
• assisting students in submitting applications for dormitory accommodation;
• assisting in writing an application for a rental subsidy.
Services provided in the field of international relations:
• providing students with a certificate of English from their place of study;
• providing information on various international grants and academic mobility programs;
• registering accepted foreign students in the electronic system and distributing them by subjects;
• providing consultations on studying at foreign universities;
• providing visa services for foreign students;
• provision of payment agreements for foreign students;
• provision of services for temporary registration of foreign students in the Republic of Uzbekistan;
• provision of advisory assistance on issues of admission of foreign students, acceptance of applications and necessary documents for consideration;
Services provided in the field of accounting, marketing and practice:
• issue agreements and referrals for accommodation in dormitories;
• draw up an agreement for retraining;
• issue a certificate for a scholarship;
• prepare a bank statement;
• assist students in submitting an application for a payment agreement;
• provide information on the student's debts and rights under the contract for the lease of residential premises in the dormitory;
• provide information on the student's debts and his rights under the contract for repeated training;
• provide information on the student's debt and rights under the payment agreement;
• provide information on the amount of payment under the agreement;
• provide postgraduate students with additional information about future jobs and assist in holding job fairs.
Services provided for scientific activities:
• providing information on grants and competitions;
• providing information on scientific conferences;
• facilitating the registration of innovative ideas and start-ups;
• providing information on prestigious scholarships;
• providing consultations on scientific projects;
• Facilitating membership in the school of mentors and students.

• helping students obtain health insurance;
• providing consultations on admission and transfer to study;
• students on employment issues
