Odiljon Achilov graduated from the Samarkand Agricultural Institute in 2012. In 2022, he received a Doctor of Philosophy (PhD) degree in veterinary sciences, specialty 16.00.04 - “Veterinary pharmacology and toxicology. Veterinary sanitation, ecology, hygiene and veterinary sanitary examination.” Also, over the past 5 years, he has increased his knowledge and experience in prestigious universities in countries such as Spain, Italy, Estonia, Portugal, Romania, USA and Turkey.

He was awarded commemorative badges “30th anniversary of independence of the Republic of Uzbekistan” in 2021 and “A devotee of agriculture of the Republic of Uzbekistan” in 2023.

Duties

·Organization of implementation of laws of the Republic of Uzbekistan, decrees and orders of the President, resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and personnel training;

·Implementation of the tasks defined in the Resolution of the President of the Republic of Uzbekistan No. PQ-2909 dated April 20, 2017 "On measures for the further development of the higher education system", advanced training of the teaching staff, foreign to carry out certain types of activities to study experience and apply it in the educational process;

·Organization of the process of international relations of the university and training of qualified personnel based on state educational standards of higher education;

·Ensure full awareness by all deans and departments, heads of departments and faculty of the set of requirements for the content of knowledge and the level of training in accordance with the state educational standards of higher education;

·Organization of implementation of regulatory legal documents and instructions of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, decisions of the Board, decisions of the University Council on issues related to the processes of international relations, and orders of the Rector;

·Study the trends in the development of the education system of advanced foreign countries and develop scientific and methodological recommendations for the implementation of the tasks defined in the Law of the Republic of Uzbekistan "On Education", the National Program for Personnel Training and other regulatory legal documents related to education and ensuring their implementation;

·Preparation of proposals and organization of work in the direction of the Vice-Rector for International Cooperation;

·Organizing meetings with representatives of foreign ministries of education, international educational organizations and diplomatic missions, delegations of foreign universities;

·Carrying out ongoing cooperation with higher education institutions in the spiritual and educational direction, ensuring active participation of the faculty in conferences and seminars, working in cooperation with local governments;

·Organizing seminars and round tables for teachers, staff and students of universities based on the analysis of international projects;

·Organizing international conferences, symposia and meetings, managing international research work, summarizing advanced methodological experience and developing recommendations for the implementation of the results;

·Taking disciplinary measures against local and foreign employees and students who violated executive discipline, preparing proposals for termination of contracts with employees;

·Preparing proposals for the creation of faculties and departments in cooperation with similar higher education institutions in foreign countries in order to improve the content of education and ensure the training of specialists based on international requirements;

·Ensure the training of highly qualified scientific and pedagogical personnel through master's and postgraduate education at the university, as well as assist foreign employees of the university in timely receipt of academic degrees and opening of specialized councils;

·Management and assistance in the processes of searching, selection and work with foreign talented youth;

·Participation in the formation and approval of the topic, content of the research part of foreign grants together with the international department, implementation of all research work, projects and grants, monitoring of scientific conferences, formation and submission of all necessary reports. for higher organizations;

·Creation of the necessary material and technical base for the development of external relations at the university, provision of appropriate scientific equipment and management, and coordination of distribution processes;
