In September 2022, 9 ultra-modern and high-capacity laboratories were put into operation at our university. Then a question arose before us: "Do we have enough experts who know how to use them or will it be kept as a museum exhibit to be shown to visitors?" Who has the competence and qualifications to use these laboratories."
Fortunately, earlier, we started teaching laboratory assistants, doctoral students, and assistants in foreign, prestigious higher education institutions, conducting internships. According to the plan, we also started the operation of a modern Vivarium (Animal Clinic). Using the vivarium and these laboratories, we established the activity of the "Scientific Innovation Center". Today, we have begun to fully use its capabilities, so the idea of publicizing this project has appeared.
The content of the project is as follows: at least 25 independent researchers, young researchers and at least 5 PhD candidates who meet all the requirements of the Higher Attestation Commission (HAC) will be accepted through an interview and involved in this project.
We have brought to our laboratory vivarium various types of agricultural animals suitable for our needs (cattle, horse, sheep-goat, poultry species - duck, goose, turkey, rabbit, fishery, beekeeping, more than 10 types of animals). We employ two specialists to work with each type of animal. For example, for poultry, 2 specialists-veterinarians (on infectious and non-infectious diseases), 2 on zootechnical-technology (feeding), one biotechnologist-specialist (what biotechnological methods we use during feeding and care to increase productivity) conduct research. So, 1 species of animal conducts 5 expert researches in one cycle.
It is natural to ask how the activities of specialists are organized.
We are installing modern cameras in every necessary place in the laboratory (in the cages where the animals are kept). One animal is monitored 24 hours a day - 365 days in one calendar year. How does the disease begin, how does it develop, prevention, disease and treatment processes, which treatment methods are effective? All this is recorded, results and conclusions are compared and analyzed.
Every week, every month, scientific articles about the process are published in special scientific publications. All changes are recorded. After the experimental process is over, on the one hand, its implementation is started, it is financed, and on the other hand, theses of independent researchers are also ready for defense.
Work will be continued in this way for 1.5-2 years. It can be called an innovative scientific incubator. If each independent researcher works in his own direction, we will train at least 25 young scientists in a very short period of time. Each researcher conducts his work in his own direction, conducts experiments, analyzes from each of the processes are obtained, compared, and authentic recommendations appear that are properly checked, in this process there is no plagiarism. To be frank, scientific works written by great scientists in the last century have been slightly changed, and there is no need to prepare a new dissertation. That is, the theory is used only for conducting experiments.
Here is another question: "What will be the choice?" How are independent searchers selected?".
At the same time, we have certain requirements for the system (we will not discuss it, these requirements are mandatory and necessary for everyone) - the applicant must know a foreign language at the V2 level, according to the requirements of the UAC, he must be an independent candidate for defense, a doctoral student, he must have passed the candidacy exam in a specialty. The only condition that is required from them is that they have an interest in the direction they have chosen, they have basic knowledge, they have developed the ability to do independent work and they have the opportunity. Freelancers involved in the project must have a clear goal.
From the day the work on the project starts, anyone can come and get acquainted with it, observe the processes at any time of the day. First of all, it has a good effect on the surrounding students and motivates them, it can make them more interested in the specialty and inspire them. Of course, they will also be introduced to the results of the research conducted here during the practical processes. This, in turn, makes the practice more interesting.
According to calculations, this scientific school work (project) will be repeated 2 times. After that, it starts to work effectively. Currently, veterinary courses have been established in several higher educational institutions in our country. They have a great demand for professors and teachers who prepare specialists for this field. Young scientists graduating from our scientific school will be able to work in all HEIs across the country, and a healthy competitive environment will be formed among them.
Scientists who have passed this scientific school will be scientists who have seen mentors, learned in researches, have really worked hard in scientific work, and learned in practice, in short, they have seen school. In the future, they will train such scientists and will not allow plagiarism.
The project has another advantage. We usually teach for 3 years at the doctoral level. Doctoral students receive at least 5 million per month. receives a scholarship from soum. 180 million in 3 years. soum means. (If the number of our independent researchers is 25) So, through this project, 180 mln. will be allocated from the state budget. soum is being saved.
Another useful aspect of the project is the issue of funding for commercialization (by putting it into practice) under each protection. The funds used for the project will eventually pay for themselves and, moreover, will begin to benefit the university budget.
Also, the independent researchers selected for the project may not be university-affiliated. Whether he works on the farm or in production or in government work, it is a mandatory requirement that the applicant involved in the project must be a person related to the region of Samarkand region. He must come at a certain time of the day, take recordings from the camera and regularly monitor the experiment assigned to him. Modern cameras connect to researchers' smartphones. So, for one type of animal, 5 different specialists are involved and work together.
If the process is carried out in this way, the reputation of our experts will spread to the world. We are the real competitive experts.
The process of implementing this system has started today. Laboratory, vivarium ready. There are objects, animals. Interviews and selection processes are being conducted with independent applicants. Daily tasks for each type of animal are prepared and planned.
In the natural sciences, it is not good to wait for inspiration to come. Work should be organized regularly. It is important that every day's work is done on time and recorded. If we say that I will do today's work tomorrow, there will be an error in the work of experiment. In natural sciences, after primary materials, theory, daily activities are recorded, analyzed and concluded on time every day.
We hope that the young professionals who have studied these processes will know what the animal needs and where it is bothering it at the first glance. Diagnoses the color and appearance of the animal. We need such experts like water and air. There is no need to call an expert from abroad for so many soums.
In short, this is a big project. Along with being useful and effective for the economy of our country, it leads to an increase in the quality of education, training of competitive personnel, further integration of education with science and production.
This is a future project. We are confident that the project is effective.
