We want to build a free civil society based on popular and democratic principles - the New State of Uzbekistan. To this end, the process of modernization in the life of society continues, it is not difficult to feel the renewal in the minds and thinking of our people, in the psyche of the people.
The Presidential Decree adopted the Program for the Development of Social and Industrial Infrastructure of Uzbekistan for 2022-2024. For its implementation, large funds were allocated from the state budget. Admittedly, most of these funds are spent on the development of the social sphere.
The heads of ministries, departments, business associations and local governments are also personally responsible for ensuring the full and quality implementation of the main parameters, targets and address lists of the Program in a timely manner, as well as the targeted and efficient use of allocated funds.
We try to analyze the creative work only at the Samarkand University of Veterinary Medicine, livestock and Biotechnologies.
Over the past 4 years, we can see that the University has undergone significant changes in the educational process, scientific research, as well as creative work. During this historically short period, the university was reorganized, stood up, trained the necessary specialists for the country's economy, and gained its place and prestige, and now the status of the institute has been raised,becoming the center.
At the Samarkand Institute of Veterinary Medicine (former) Educational and scientific, laboratory, clinical buildings and existing dormitories in accordance with the State Program 2018 (by Presidential Decree No. 37-03) began a major overhaul. Due to the Pandemic, which began in 2019, work has been postponed somewhat, but has been completed.
In particular, 25 billion sums were allocated from the state budget for the repair of the 6th building, which was commissioned in September 2021. UZS were allocated and the state customer, the Ministry of Higher and Secondary Special Education of the Republic, carried out all financial and organizational work at the required level. The construction work was completed by the builders of Stroy Grand Servis LLC on the basis of a tender.
Today, the 6th building houses the University Rector's Office, the Faculty of Zooengineering and educational and research laboratories. The above-mentioned budget funds (25 billion sums) were allocated not only for construction and repair work, but also for modern laboratory equipment. In particular, 8 scientific laboratories operating in the building today and 6 educational laboratories under the Faculty of Zooengineering provide ample opportunities for professors, teachers and students, as well as independent researchers. Because now it is possible to carry out most important experiments in these laboratories.
Recently, a working group consisting of representatives of the Ministry of Higher and Secondary Special Education, the Prosecutor General's Office, the Ministry of Finance and other relevant agencies re-examined the new educational building. Some deficiencies and shortcomings identified in the telecommunications, sewerage and facade of the building have been completely eliminated and today the building is fully operational.
Currently, construction, repair and creative work is being carried out in other areas of the University.
In accordance with the resolution of January 22, 2022 "On measures to develop the social and industrial infrastructure of the Republic of Uzbekistan in 2022-24", the main building of the University, the Student Housing has also undergone major repairs this year in accordance with the State Program.
Samarkand University of Veterinary Medicine, Livestock and Biotechnologies is a higher education institution under the Republican State Committee for Veterinary and Livestock Development, which directs all creative work in the region.
All organizational and financial work, tendering, selection of contractors, etc. are carried out and supervised by the committee. 22.8 billion sums were allocated from the state budget for these social facilities for the main building (construction work is being carried out by Kobil Kuruvchi Servis LLC), and 9.179 billion sums for student housing. (contractor "Okdaryo Bunyodkor Kuruvchi Servis" LLC).
Both facilities are expected to be commissioned before the start of the new 2022-23 academic year. At present, 65% of the main building has been repaired and 85-90% of the girls' dormitory. Old buildings are being reconstructed on the basis of modern projects.
The State Committee for Veterinary and Livestock Development and the responsible sectors of the Samarkand regional administration regularly monitor the construction and repair work in the region.
These constructions carried out at the university are not only at the regional level, but also at the  level of Republic.
After the status of the educational institution was raised, new tasks and responsibilities were assigned to the officials, and new goals were set. Another 200 billion sums will be allocated from the state budget to expand and provide the material and technical base of the University with new opportunities. Samarkand  State University of Veterinary Medicine, Livestock and Biotechnologies will soon have a modern campus that will not lag behind the most advanced universities abroad.
In particular, on the territory of the University, which occupies 14 hectares, from 2023, the laboratory and clinic building will be expanded, a new techno- park will be built, and from 2024, a new educational building for 1,200 students will be built instead of the old two-story building. It is also planned to build 2,400 student dormitories in the region from 2022 on the basis of public-private partnership. To date, the Cabinet of Ministers of the Republic has submitted 4 projects for this work and these projects are being studied.
These changes envisage the transformation of the University not only into a national, but also into a modern educational center in the region.
So, changes in the life of society are happening not only from the outside, but from the essence. Specialists trained by such a large, modern and prestigious training center must also be knowledgeable, qualified and of course competitive.
All our aspirations and actions are aimed at this goal.
