Indeed, the population is increasing year by year, but our land, water, and resources are not increasing. Investments in all sectors of agriculture, integration of agronomy and animal husbandry systems into clusters and transfer were recognized as important reforms for the development of the sector from this year. In today's situation, where the ecological situation is becoming increasingly complex, land, water and soil resources need special attention, the implementation of modern, innovative methods and technologies and the allocation of large funds for this can be a good solution to existing problems. We must confess today without fear. Our fathers and grandfathers were master farmers from time immemorial. Today, in the field of agriculture and animal husbandry, we are lagging behind the countries of the world with less land and water reserves and less fertile soil. Long years of lack of management and lack of ownership have brought us to such a difficult situation. The situation will change positively if the system is managed on a cluster basis with adequate funding. We must not forget that agriculture and animal husbandry are the driving sectors of our country's economy.
Declaring 2023 as the year of "Attention to people and quality education" is a joy and pride for the employees of the education system, as well as a great responsibility.
Teaching the young generation the secrets of modern science and guiding them to a profession or raising them as a mature competitive specialist is our main task, and it is very important for the whole society that they become perfect people with high spirituality, universal values and national traditions. For this, it is necessary not only to provide education, but to master the field in depth, to become a mature specialist, that is, in a word, quality education.
After all, as the President noted, improving the quality of education is the only and correct way to develop New Uzbekistan.

Education is organized continuously. The spheres of pre-school education, school and higher education are developed interdependently. The president also expressed honest opinions about school education and the teacher's reputation. The method of practical experience in the Khorezm region and the Republic of Karakalpakstan - the organization of free lunches for primary classes can be considered unprecedented. It was announced that 2.3 trillion soums will be allocated from the state budget and 1.7 trillion soums for preferential educational loans. A lot of money is allocated from the state fund for the health of our children. This practice has always had good results around the world - full children are not in a hurry to go home, they feel motivated to go to the library or participate in extra classes, and they can play sports after school. You don't need to be an expert to understand that these activities serve to increase the intellectual potential of children after classes.
The President noted that this year will be the year of reforming the energy system. Today, it seems that our people have understood the necessity of building green energy, especially small-scale solar power plants. Doubling the subsidy for residential solar panel installation will speed up this process.
We are always proud to live in ancient and old Samarkand. It is a city recognized by the world. This year, major international events and summits took place in our hometown. The "Eternal City" complex built in Samarkand gathered prestigious guests. The leaders of the most developed countries and governments of the world stepped on the land of Samarkand to discuss important political, social and economic issues. In addition, it was recognized that Samarkand is the capital of Turkic-speaking countries. Due to these unique features of the city, the President declared it a city directly under the control of the Cabinet of Ministers and the Prime Minister. Samarkand and Namangan, an industrial city, are an indicator of today's development of Uzbekistan.
In conclusion, it can be said that the tasks defined in the Petition will definitely serve as a program in our activities. The President emphasized that he relies on our noble, pure-hearted, hard-working people in this way. All of us, scientists, intellectuals, teachers, farmers and herdsmen work hard on this path.
