1. The Press Secretary is an independent structural unit of the Samarkand State University of veterinary medicine, livestock and biotechnologies and directly reports to the rector of the university.
2. In his activities, the press secretary complies with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On Openness of the Activities of State Power and Management Bodies" and other laws of the Republic of Uzbekistan, decisions of the Chambers of the Supreme Council of the Republic of Uzbekistan, decrees, decisions and orders of the President of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, Higher and Secondary Special Education of the Republic of Uzbekistan follows the orders of the Ministry and the Agency for the Development of Information Technologies and Communications of the Republic of Uzbekistan and this Regulation.
3. The press secretary carries out his activities in cooperation with the Ministry of Higher and Secondary Special Education, the Ministry of Information Technologies and Communications Development of the Republic of Uzbekistan, structural departments of the university, and relevant services of other state and non-state organizations.
4. The following are the main duties of the press secretary:
Participation in the formation and implementation of the information policy determined by the Ministry of Higher and Secondary Special Education and the information service and branch management of the Agency for the Development of Information Technologies and Communications of the Republic of Uzbekistan in accordance with modern requirements;
ensuring effective and practical cooperation with the information service of the Ministry of Higher and Secondary Special Education and the Ministry of Information Technologies and Communications Development of the Republic of Uzbekistan, as well as the information services of state and public organizations, regarding the implementation of the unified state policy in the field of information;
objectively, qualitatively and quickly informing the general public about the activities of the university, normative and legal documents related to its field;
cooperation with mass media (hereinafter referred to as mass media), formation of a circle of journalists working in constant cooperation, distribution of information messages, organization of public events at the university;
rapid posting and timely updating of information on the official website of the university, development of web resources on the Internet, including social and mobile networks;
Preparation of news, informative materials, reviews and analytical materials for distribution in national and foreign mass media together with the information service of the Ministry of Higher and Secondary Special Education and the Ministry of Information Technologies and Communications Development of the Republic of Uzbekistan and designated employees of the branch departments;
to analyze the state of public opinion and the position of mass media in relation to the activities of the university and to provide information about them to the director of the branch;
formation and maintenance of text, photo, audio and video materials, data bank related to the field of activity of the university.
5. The press secretary performs the following functions in order to fulfill the tasks assigned to him:
Publishes information in mass media, including the Internet, as well as ensures their placement and updating on websites, in rooms and places accessible to everyone;
organizes and conducts events (meetings, gatherings, meetings, press conferences, briefings, seminars, roundtable discussions, etc.) with the participation of university leaders;
Based on the request of the mass media and journalists, provides them with information in written form, including in electronic form;
collects the information necessary to present to the mass media in cooperation with the faculties of the university and carefully processes them;
prepares printed materials on issues related to the university’s activities and organizes television and radio broadcasts;
ensures that the university website is created and maintained at a modern level;
the university ensures their archiving in order to preserve the illuminated materials in the prescribed manner;
prepares photo, audio and video materials related to the activities of the university and cooperates with state and non-state mass media in the process of their preparation;
6. Within the framework of his powers, the press secretary considers the orders and requests of national news agencies and mass media for assistance in the preparation of materials on the activities of the branch.
7. The press secretary has the following rights to perform the duties and functions assigned to him:
To request the information necessary to perform the duties and functions of the press secretary from the departments of the branch in the prescribed manner;
participation in meetings, meetings and other events of the university;
to attract the employees of the university faculties, as well as specialists and qualified experts of other organizations, in agreement with the rector of the university, to fulfill the assigned tasks;
to represent the university on behalf of the press secretary at events of national and international importance in state bodies at the request of the management;
submission of proposals for improving the information policy of the university, drafts of normative documents on the activities of the Press Secretary for consideration by the management;
8. Press Secretary:
high-quality and timely performance of assigned tasks;
disseminating information that does not belong to the university is responsible in accordance with the law.
9. The press secretary is appointed and dismissed by the rector of the university;
10. The activities of the press secretary are organized based on the work plan approved by the rector of the university;
11. The press secretary reports directly to the rector of the university.
