–Ensuring the organization of accounting in accordance with the regulatory documents approved by the Ministry of Finance of the Republic of Uzbekistan, monitoring the effective use of material, labor and financial resources;
–Monitoring the timely calculation and distribution of salaries of professors, teachers and employees, student scholarships;
–Formulating complete and accurate information on the status and movement of assets, property rights and obligations in the accounting records;
–Timely conducting an inventory of material assets and cash;
–Generalizing accounting information for the purpose of effective management;
–Preparing financial, tax and other reports;
–Timely transfer of accrued taxes to the local and republican budgets;
–Targeted spending of funds received from the bank;
–Preventing the emergence of debtors and creditors;
–Control the correct spending of the salary fund based on the approved staffing table;
–Control the correct spending of the scholarship fund based on the orders issued by the rector;
–Control the receipt and disposal of goods and materials in the warehouse based on the established rules;
–Control the spending of budget and extrabudgetary funds by expense items based on approved cost estimates;
–Control the quality of the inventory of funds, goods and materials and fixed assets based on the established procedure;
–Control the timely submission of monthly, quarterly and annual reports to the Ministry of Agriculture and Water Resources of the Republic of Uzbekistan, the Committee for the Development of Veterinary and Livestock under the Ministry of Agriculture, the Tax Inspectorate and other higher organizations.
The Accounting Department of the Samarkand State University of Veterinary Medicine, Animal Husbandry and Biotechnologies carries out its activities in accordance with the laws of the Republic of Uzbekistan, decrees and resolutions of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, resolutions and orders of the Board of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, resolutions of the Institute Council and orders of the Rector, the Charter of the Institute and the Regulations of the Accounting Department. The purpose of the department is to create the necessary financial conditions for the effective operation of the university and achieve high ratings, and to ensure the rational and effective use of budgetary and extra-budgetary funds in order to strengthen the material and technical base of the institute, to ensure that the approved plan (estimate) and limits for financing expenses are not exceeded, and to develop proposals to further improve the current and future economic situation of the university.
