Tasks and functions of the Department
The main goal of the Department is to implement and develop an anti-corruption system at the University, as well as in its structural divisions, that meets the requirements of the ISO 37001:2025 International Standard on Combating Corruption, to identify corruption cases early and eliminate their causes and conditions, to prevent the commission of corrupt acts, to raise the legal awareness and culture of University employees in order to form an intolerant attitude towards corruption, to organize preventive measures against corruption, and to ensure the implementation of documents in the field of combating corruption.
The following are the main tasks of the Department:
to identify and prevent corruption cases early, to eliminate the causes and conditions that enable them;
to develop proposals on eliminating corruption factors, preventing domestic corruption, including digitalization, and reducing bureaucracy;
to conduct an anti-corruption examination of internal documents and make proposals for the abolition of the identified corruption norms;
to take measures to prevent conflicts of interest in the implementation of public procurement, to conduct preventive studies on public procurement;
to regularly submit reports to the relevant ministries and departments on the work carried out to combat corruption;
to cooperate with other organizations implementing and participating in anti-corruption activities;
to form a list of corruption risks in the relevant sector and industry, to develop and approve measures aimed at eliminating them;
to make proposals for implementing internal anti-corruption control at the university and eliminating corruption risks;
to carry out propaganda and campaign work on forming an uncompromising attitude towards corruption in the labor team, preventing conflicts of interest and observing the rules of ethics;
to make proposals for the popularization and introduction of positive experiences in combating corruption.
In order to implement its main tasks, the department performs the following functions:
Develops draft internal departmental documents aimed at implementing measures to combat corruption at the university;
Develops measures to combat corruption at the university and submits them to the head of the university for approval;
Develops proposals for eliminating corruption norms identified in internal documents related to the activities of the university;

Evaluates and provides conclusions on the draft measures to combat corruption developed by the University in terms of their compliance, acceptability and relevance with the anti-corruption policy in the HEI system;
Submits specific proposals to the relevant ministries and departments aimed at more effective organization and improvement of anti-corruption activities at the University;
Assesses corruption risks at the University, develops action plans to reduce the identified risks based on their results, and creates a list of positions with a high risk of corruption in the organization;
Collects information on the status and trends of corruption offenses in other state bodies in order to assess the likelihood of similar offenses by the University;
Analyzes appeals received by University employees about corruption risks and offenses through special information and communication channels and ensures their consideration in the prescribed manner;
Monitors the correct and complete reflection of information on service inspections on corruption facts in the register of service inspections maintained at the University or in another relevant document recording the conducted service inspections;
Participates in the analysis of conflicts of interest in the implementation of public procurement and in the process of verifying the reliability of any legal or physical persons who have entered into contractual relations with the University (except for labor relations);
Provides explanations and recommendations to University employees on issues of combating corruption;
Analyzes the results of the activities of special information and communication channels intended for reporting corruption facts and delivers analytical materials to University employees;
Monitors and controls the implementation of the tasks assigned to the University in state programs to combat corruption;
Ensures compliance of the anti-corruption system at the University with the requirements of the ISO 37001:2025 International Standard on Anti-Corruption;
supervises the holding of anti-corruption seminars and trainings for all University employees in accordance with the curriculum and the participation of employees in them;
participates in anti-corruption awareness campaigns among University employees and citizens;
ensures that the information posted on the University's official website and social media pages is updated;

Monitors and controls compliance by employees of the University system with the legislation of the Republic of Uzbekistan in the field of combating corruption and internal documents of the organization on preventing and combating corruption;
Promotes the initiative to conduct internal inspections of corrupt practices at the University and participates in them;
Checks the impartiality and appropriateness of decisions made by ethics commissions on regulating conflicts of interest;
Develops recommendations on improving the anti-corruption system based on the results of monitoring, internal inspections and control measures;
In cooperation with employees responsible for combating corruption at the University, organizes meetings, seminars, competitions and other events aimed at organizing work on combating corruption and increasing the legal literacy of employees;
Conducts inspections of the University's activities for compliance with its internal documents on combating corruption and international standards;
Conducts surveys among employees, students and their parents in order to identify corruption situations and risks in the activities of the University;
monitors the proportionality and adequacy of penalties for persons subject to disciplinary liability for violations of requirements and norms related to combating corruption;
analyzes data on the results of service inspections conducted at the University on corruption facts in order to further improve the anti-corruption system;
quarterly, in the first ten days of the following month, submits a monthly report on the work and measures taken to combat corruption to the relevant ministries and departments;
participates in the development of measures to raise the legal awareness and legal culture of professors, teachers, employees and students, and to form an intolerant attitude towards corruption in society;
In accordance with the tasks of combating corruption assigned to the University by legislative acts, sends requests to the competent authorities of foreign countries to provide the necessary information and participates in responding to their requests;
Develops proposals for attracting foreign specialists to improve the University's anti-corruption measures;
Cooperates with law enforcement agencies in implementing measures to eliminate corrupt acts or investigate corruption crimes;
Directly examines and evaluates large investment projects within its jurisdiction;

together with the internal audit service, studies the legality of state procurement of fixed assets and submits the relevant written conclusions to the procurement commission;
Monitors the adoption (publication in the system) of all types of internal orders and decisions by the University, including the minutes of commissions and councils established by resolutions, decrees and orders of the President of the Republic of Uzbekistan, through the “E-decision” system;
Identifies bureaucratic situations and corruption factors in the implementation of functions related to the activities of the University;
Prepares information and analytical data on bureaucratic obstacles and corruption factors existing at the University, develops and submits proposals for eliminating corruption factors, including digitalization in the field;
Develops proposals for implementing internal anti-corruption control at the University and eliminating corruption risk factors;
conducts anti-corruption expertise of internal documents and, based on the results of the expertise, takes measures to eliminate or eliminate the factor causing corruption identified, submits a proposal to the first head of the University.
It is not allowed to assign tasks to the employees of the department that do not arise from their duties.
It is prohibited to involve employees of the department in the activities of various commissions and working groups. With the exception of the commission for conducting a service investigation into corruption-related offenses and/or conflicts of interest, the ethics commission, and working groups established to study appeals from individuals and legal entities.
The department (its employees) are subordinate to the internal anti-corruption control units of the relevant ministries and departments in the implementation of the tasks assigned to them and are accountable to them.
The tasks and functions of the department and its employees were developed based on the requirements of the Regulations on the activities of the Department of Management of the "Compliance-Control" System for Combating Corruption of the Samarkand State University of Veterinary Medicine, Animal Husbandry and Biotechnology and approved by the first head of the university (order No. 168 dated June 11, 2026).

APPEAL OF THE RECTOR OF SAMSUVMLB, PROFESSOR KHUDAYNAZAR YUNUSOV ON THE FIGHT AGAINST CORRUPTION

Today, large-scale reforms are being consistently implemented in our country to prevent and combat corruption, to put an end to corruption-generating factors in all areas of state and social construction. Consequently, effective work is being organized to introduce a system of preventing and combating corruption based on advanced international standards.
In particular, the necessary conditions have been created for effective and effective public control over public administration by ensuring openness, transparency and openness in the activities of state bodies and organizations and establishing the accountability of officials to the population.
In particular, these include the adoption of the Laws “On Combating Corruption” and “On Conflict of Interest”, as well as the establishment of the Anti-Corruption Agency of the Republic of Uzbekistan and the National Anti-Corruption Councils of the Republic of Uzbekistan.
The following priority tasks are being implemented in our university in the field of combating corruption.
Including:
- prevention and combating corruption-related offenses at the university;
- ensuring the implementation of measures aimed at implementing the “Corruption-Free Sphere” project in the higher education system at the university level;
- identifying areas with high corruption risks and the causes and conditions for committing corruption-related offenses;
- coordinating public oversight aimed at combating corruption, as well as conducting anti-corruption monitoring based on modern methods and information and communication technologies;
-coordination of the activities of academic lyceums and technical schools under the university in the fight against corruption, etc.
We must make it a priority to implement measures aimed at eliminating the factors and conditions of corruption.
In this regard, making patriotism, loyalty and responsibility the main principles of activity, each specialist employee must conscientiously, objectively and at a high level perform the tasks assigned to him.
If a civil servant has, first of all, a clean heart, conscience and hands, an open mind, and a mind and intelligence, he will certainly be able to win the trust, affection and attention of the people. Therefore, let us not forget that we are primarily responsible for the present and future, the bright future of our beautiful and unique country.

EDUCATION LESSON ON THE TOPIC "ECONOMIC, SOCIO-POLITICAL EVENTS IN THE REPUBLIC OF UZBEKISTAN"

A.
