Sayitmurotov Bektemir Bozorboyevich — Head of the Department of Youth Affairs, Spirituality, and Enlightenment at the Samarkand State University of Veterinary Medicine, Animal Husbandry, and Biotechnology. He graduated from the Samarkand State Institute of Foreign Languages in 2013 and completed his master’s studies in 2016. After starting his career at a school, he worked as a lecturer in the “Foreign Languages” department of the same university and as Deputy Dean for Youth Affairs. He has held his current position since 2023.
Duties of the Head of the Department of Youth Affairs, Spirituality, and Enlightenment
	- Overall management of all activities of the Department and its staff.
 
	- Formulation of the Department’s work plans and ensuring their execution.
 
	- Coordinating the activities of relevant units within the educational institution in accordance with the Department’s objectives.
 
	- Ensuring compliance and monitoring of laws related to education of the Republic of Uzbekistan, Presidential Decrees, Orders, Resolutions, Decisions of the Cabinet of Ministers, decisions of the Board (Hay’at) of the Ministry of Higher and Secondary Specialized Education, orders, guiding letters, memograms, and tele-communications, as well as ensuring that Rector’s orders are implemented in faculties, departments, and divisions.
 
	- Conveying to students the content of decrees and decisions adopted by the President and government of the Republic of Uzbekistan.
 
	- Establishing and maintaining beneficial cooperation agreements with enterprises, organizations, private companies and firms in the relevant field of the educational institution, and implementing them.
 
Practical Activities Carried Out by the Department in the Context of the “National Program for Personnel Training”
Given the critical importance of spiritual, moral, and educational work in training scholarly and cultured specialists and effectively fulfilling the main tasks defined in the “National Program for Personnel Training,” the Department at the institute implements the following directions:
	- Improving the essence of moral and spiritual education, the personal development of the individual, and ways of more effective use of national, universal, and religious heritage and values.
 
	- Improving the system of managing spiritual, moral, and educational work; effectively meeting the spiritual and moral needs of youth; developing practical rules and methodological recommendations in this area.
 
	- Organizing on campus sport‑and health complexes, communal services; ensuring meaningful use of students’ free time; strengthening cultural leisure institutions; assisting students in need of social protection; directly strengthening ties with the mahalla (local community) and various public organizations.
 
	- Conducting various contests, festivals, olympiads, spartakiads among students; organizing artistic amateur circles and creative exhibitions.
 
	- Raising the level of students’ musical and artistic culture; regularly introducing youth to world and national artistic/musical masterpieces; organizing appearances in radio, television, and print media on spiritual‑moral topics; strengthening propaganda (promotion) on national spirituality and ethical issues.
 
Purpose of the Department
The Department aims to nurture student‑youth in the spirit of loyalty to national and universal values; to broaden their spiritual, aesthetic, and moral worldview; to protect their minds from the influence of various inhumane (alien) ideologies; and to raise them as true, devoted patriots of independent Uzbekistan.
Tasks of the Department
	- To hold events related to the spiritual and cultural works being carried out in our country.
 
	- To establish activities that form moral, aesthetic, political, legal, and artistic upbringing among students‑youth.
 
	- To organize conferences, roundtable discussions, and meetings based on national customs and values.
 
	- To assist in improving those works which are done for the purpose of raising students’ spiritual and physical perfection.
 
	- To define priority directions of spiritual, educational, and upbringing works in the institute, and to develop necessary regulatory documents and recommendations in this field.
 
	- To participate in improving spiritual‐educational activities in collaboration with city and district branches of the Republic’s “Spirituality and Enlightenment” Center as well as public organizations and foundations operating in the country.
