The Planning and Finance Department at the Samarkand State University of Veterinary Medicine, Livestock, and Biotechnology was established to implement the laws of the Republic of Uzbekistan, Presidential decrees and orders, as well as financial, budgetary, and educational decisions of the Oliy Majlis (Parliament) and the Cabinet of Ministers. It ensures compliance with the Law on Education, the National Program for Personnel Training, the Resolution of the Cabinet of Ministers on Improving the System of Budgetary Financing, and other financial regulations. The department is responsible for planning the university’s expenses for each financial period, analyzing economic indicators, and carrying out financial activities.

DUTIES OF THE SECOND-CLASS ECONOMIST OF THE PLANNING AND FINANCE DEPARTMENT

     Collecting and analyzing necessary data for preparing the university’s financial expenditure estimates;
Analyzing budgetary and extra-budgetary expenditure estimates by category.
Ensuring the targeted, accurate, and efficient use of allocated funds while preventing excessive expenses;
Maintaining a record of administrative and economic department employees, entering relevant orders, and verifying them against HR department data;
Collaborating with university accounting staff to prepare labor reports and submit them to statistical authorities within the required timeframe;
Preparing and submitting quarterly and annual financial reports, including appendices (such as student numbers, teaching staff, payroll funds), to the department head;
Reviewing the monthly payroll register of university employees, verifying working hours, primary and secondary employment units, and cross-checking data with the accounting department;
Preparing staffing schedules for administrative and economic department employees, calculating scholarship amounts, and other expenses in connection with salary increases for budgetary and extra-budgetary funds;
Carrying out lawful instructions from the department head;
Having proficiency in information and communication technologies;
Adhering to university internal regulations, ethical standards, and professional dress code requirements;
Understanding the essence of Uzbekistan’s educational laws, Presidential decrees, resolutions, orders from the Cabinet of Ministers, Ministry of Higher Education, Science, and Innovation, Ministry of Agriculture, and the Committee for the Development of Veterinary Medicine and Livestock, as well as the university rector’s directives;
Possessing exemplary personal qualities such as intelligence, cultural awareness, creativity, politeness, initiative, and responsibility;
Being capable of making independent decisions, acting decisively, and contributing to the university's strategic goals;
Holding a higher education degree;
Staying informed about industry-related issues, regulations, and data;
