Another serious political and social event - the constitutional amendments - was sealed in the pages of the history of our nation. On this day, our Basic Law - the State Constitution, which is necessary and needs to be revised - has determined the future of our country - the leader of our people.
On this occasion, a Promotional Forum was organized at the Samarkand State University of Veterinary Medicine, Animal Husbandry and Biotechnology.
The newly revised Constitution is a vital necessity arising from the evolutionary development of the society of Uzbekistan, and this work is an extremely important issue for us to determine our next steps as a country, a nation and a people, a huge step towards building a just society.
The rector of the university, Professor Yunusov, emphasized this in his speech.
It was noted that more than 220,000 proposals were received during public discussions, and one out of every four proposals was included in the project. In this sense, it was recognized that the updated Constitution is literally becoming the People's Constitution.
With the draft constitutional law, 27 new articles are introduced into the current Constitution, the number of articles increases from 128 to 155, the current 275 norms of our Constitution are increased to 434, that is, our current Constitution is updated by 65%.
At the meeting, speakers discussed each of the main changes to the Constitution, opinions were exchanged.
As it was noted in the seminar, about 20 percent of the proposals received from the population, i.e. 18 thousand, are related to the reform of the parliament. Based on this, a number of norms aimed at strengthening the people's power, increasing the role and position and responsibility of the parliament, which is the people's representative body, further expanding its powers, and strengthening parliamentarism and people's power in our country as a whole, have been included in the project.
The attention paid to the youth, who make up more than 60% of our people, in our updated Constitution was welcomed by professors and teachers and young people. It is established that it is the constitutional obligation of the state to create conditions for education, housing, medical and social protection, and employment of young people, a separate chapter for youth has been set aside in our General Dictionary, as well as conditions for the protection of young people and the realization of their rights as an obligation of the state in this chapter. to create, and as an obligation of parents, it is not only to feed and educate their children until they reach adulthood, rather, it was discussed that they should be cared for in order for them to be educated, healthy and mature in all aspects. This, in turn, creates an opportunity for the younger generation to improve their lives, realize their dreams, and find their place in life.
It was recognized that the right to academic freedom, self-management, research and teaching freedom is presented to higher education organizations, and the inclusion of this norm in our Constitution serves to ensure the independence of professors and students in the educational process.
Jahangir Tursagatov, deputy chairman of the Veterinary and Animal Husbandry Development Committee, took part in the seminar with his speech through the ZOOM program.
Also, the team of the Nukus and Tashkent branches, technical schools and academic lyceum managers of the university participated remotely and shared their opinions.
On April 30 - the day of the National Referendum, the above-mentioned ideas will be proven and our people will show their will.
